The South Australian Government has announced that it's going to be creating an Open Technology Foundation. From it's vision statement:
The OTF is committed to the evaluation and where proven, uptake of open technologies, standards and methods.
The OTF exists to help governments make better, more cost effective and innovative use of open technologies in order to improve service delivery to citizens.
The OTF focuses on openness in order to help agencies achieve more interoperability, independence, resilience and flexibility in their ICT operations.
The foundation will consist of a governing Board of Directors, advised by two advisory Committees (Industry and Academic, themselves advised by Industry and Academic communities). The day to day work will be done by a General Manager and staff (which will ramp up slowly over the next 3 years).
